North Sweden Green Deal - Let's build the sustainable future

The North Sweden Green Deal project explores new ways of building the sustainable Norrbotten of the future.

Project objectives and purpose

The project aims to ensure that we will approach, in the best possible manner, the societal transformation that Norrbotten is facing. It will contribute to sustainable communities based on the goals in the 2030 Agenda.

North Sweden Green Deal will enhance the capacity of those who collaborate in the project. Together we will develop ways to face the challenges.

Background

The eyes of the world are on North Sweden. The major investments being made in the region are beyond anything that has been seen before. Norrbotten’s industry is transitioning to a fossil-free future.

The latest developments are being driven by companies with the desire to be leaders in the field. In order to succeed, it will require a much larger workforce than currently exists in Norrbotten. This means that we need more housing, better services, more roads, more public transport, a better selection of cultural and other leisure activities, more energy and much more. The whole of society must develop – and quickly. If we are to achieve what is required, the whole of society needs to work together and pull in the same direction.

Who is participating in the project?

The project is being run by Region Norrbotten and Region Västerbotten. Region Norrbotten has the following partners:

  • Norrbottens Kommuner
  • Luleå University of Technology
  • The County Administrative Board of Norrbotten
  • Swedish Lapland Visitors Board
  • The municipalities of Boden, Gällivare, Kiruna, Luleå and Piteå
All 14 municipalities in Norrbotten can access and share in knowledge, experiences and ideas, as well as contributing their own. Companies, civil society, education providers and ordinary citizens also have important roles to play.

How is the work organised?

Norrbotten’s part of the project is being organised in four work packages:

  • Attraction – marketing and capacity
  • Skills Supply – availability and matching
  • Physical Planning – mobilisation and capacity 
  • Energy – systems and capacity

Attraction

Attraction has to do with making local municipalities better at attracting new residents and welcoming those interested in moving to the area. Each municipality build their own individual concepts and use the latest technology in Big Data and AI to reach out global for new residents, looking for the natural livestyle in Swedish Lapland.

Project partner: Swedish Lapland Visitors Board.

This work package also has to do with urban planning and creating cities and locations where many people want to live and spend time.

Skills Supply

Norrbotten already has a shortage of labour in almost all sectors, and even more staff will now be needed in areas such as industry, healthcare, education and service companies.  
This work package has to do with exploring new ways of solving this labour shortage. How can we demonstrate career opportunities for university students in Norrbotten? How can we better utilise the knowledge and experience of immigrants? How can we attract new skills to Norrbotten?
 
Project partners: Luleå University of Technology, Norrbottens Kommuner and the County Administrative Board of Norrbotten.

Physical Planning

New factories and new housing place major demands on physical planning. Norrbotten also needs new schools, sports centres, cultural centres, fibre networks and roads. This work package aims to enhance the ability of local municipalities to meet these demands. There is much to do, with difficult issues that need addressing, and time is of the essence.

Project partners: The municipalities of Boden, Gällivare, Kiruna, Luleå and Piteå and the County Administrative Board of Norrbotten.

Energy

What is the best way to utilise Norrbotten’s energy systems? This work package aims to answer this question.

The ongoing green transition requires changes to our production, storage, distribution and use of energy. It is also important to optimise our utilisation of residual energy which could, for example, be used for food production.

Project partners: The municipalities of Boden, Gällivare, Kiruna, Luleå and Piteå and the County Administrative Board of Norrbotten.

Who is funding the project?

The project’s total budget is SEK 112,500,000 (SEK 60,000,000 for Norrbotten and SEK 52,500,000 for Västerbotten).

The project is being co-funded, with 50% funding from the Regional Development Fund for Upper Norrland (ERDF), and 50% from the two Regions and Skellefteå Municipality. Activities with funding from the project must be completed no later than August 2023.
